Preheat oven to 350°F (175°C). Grease a 9x13 inch baking dish.
Prepare the Sauce: In a large saucepan, melt Butter over medium heat. Whisk in All-purpose flour and cook for 1-2 minutes, creating a roux.
Gradually whisk in Milk, stirring constantly to prevent lumps. Bring to a simmer, and cook until thickened, about 5-7 minutes.
Stir in Salt, Black pepper, and Lemon juice. Remove from heat.
Layer half of the Oysters in the prepared baking dish. Pour half of the Sauce over the oysters.
Repeat layers with remaining Oysters and Sauce.
Combine crushed Ritz crackers and Melted butter in a small bowl. Sprinkle evenly over the casserole.
Bake for 30-35 minutes, or until bubbly and golden brown.
