Combine all Ribs ingredients in a bowl and rub generously over the ribs.
Sear the ribs in a large Dutch oven over medium-high heat until browned on all sides.
Deglaze the pot with the Red Wine, scraping up any browned bits.
Add the Beef Broth and Bay Leaves. Bring to a simmer.
Cover and braise in the oven for 2.5 - 3 hours, or until ribs are very tender.
While ribs are braising, prepare the Glaze. Combine all Glaze ingredients in a saucepan and simmer over medium heat for 10-15 minutes, or until slightly thickened.
Remove ribs from Dutch oven and brush generously with the Glaze.
Increase oven temperature to 400°F (200°C) and bake for 10-15 minutes, or until glaze is caramelized and sticky.
Let rest for 10 minutes before cutting and serving.
