Gradually whisk in the Milk until smooth. Bring to a simmer, stirring constantly.
Reduce heat to low and stir in the Shredded Cheddar Cheese, Shredded Smoked Gouda Cheese, Salt, Black Pepper, and Nutmeg until the cheese is melted and the sauce is smooth.
Add the cooked Pasta to the cheese sauce and stir to combine. Stir in half of the crumbled Bacon.
Let the mac and cheese cool slightly. Roll into 1-inch balls.
Insert a Lollipop Stick into each ball.
Place the mac and cheese lollipops on a baking sheet lined with parchment paper and freeze for at least 30 minutes.
