Preheat oven to 350°F (175°C). Grease two ramekins.
Combine all Oats, Wet Ingredients, Cocoa Powder, Baking Powder, and Salt in a blender.
Blend until smooth. Stir in Dark Chocolate Chips.
Pour mixture into prepared ramekins.
Bake for 22-27 minutes, or until edges are set but the center is still slightly gooey.
Let cool for a few minutes before serving. Dust with cocoa powder if desired.
