In a heatproof bowl set over a simmering pot of water (double boiler), whisk together Egg Yolks, Lemon Juice, White Wine Vinegar, Garlic, Dijon Mustard, and Anchovy Fillets.
Continue whisking constantly until the mixture thickens slightly and becomes pale yellow, about 5-7 minutes.
Slowly drizzle in Extra Virgin Olive Oil while whisking continuously to emulsify the dressing. Continue until all oil is incorporated and the dressing is thick and creamy.
Remove from heat and stir in Parmigiano-Reggiano and Black Pepper.
Taste and adjust seasoning as needed. Refrigerate for at least 30 minutes before serving.
