While fries are cooking, prepare the Chili. Heat Vegetable Oil in a large skillet over medium-high heat. Add Ground Beef and cook, breaking it up with a spoon, until browned.
Drain off any excess grease. Add Onion and Garlic to the skillet and cook until softened, about 5 minutes.
Stir in Diced Tomatoes, Kidney Beans, Chili Powder, Cumin, Paprika, Cayenne Pepper, Salt, and Pepper. Bring to a simmer and cook for 15-20 minutes, stirring occasionally.
Once fries are cooked, arrange them on a serving platter.
Pour Chili over the fries and top with Shredded Cheddar Cheese.
Garnish with Sour Cream and Chopped Green Onions. Serve immediately.
