Prepare the Tangzhong: In a small saucepan, whisk together Bread Flour and Milk. Cook over medium heat, stirring constantly, until a thick paste forms (about 3-5 minutes). Remove from heat and let cool completely.
Preheat oven to 325°F (160°C). Grease and flour a 9x5 inch loaf pan.
In a large bowl, whisk together all Dry Ingredients until combined.
In a separate bowl, combine all Wet Ingredients and the cooled Tangzhong. Whisk until well blended.
Add the Wet Ingredients to the Dry Ingredients and mix until just combined. Do not overmix.
Pour batter into the prepared loaf pan.
In a small bowl, combine all Streusel Topping ingredients. Use a pastry blender or your fingers to cut the butter into the flour and sugar until crumbly.
Sprinkle the Streusel Topping evenly over the batter.
Bake for 65-75 minutes, or until a toothpick inserted into the center comes out clean.
Let cool in the pan for 15 minutes before transferring to a wire rack to cool completely.
