In a separate bowl, combine all Wet Ingredients. Pour the wet ingredients into the dry ingredients and stir until just combined. Do not overmix. The dough will be slightly sticky.
Let the dough rest for 15 minutes.
Drop rounded tablespoons of dough onto the prepared baking sheet.
In a small saucepan, gently warm the Garlic Butter Topping ingredients until fragrant. Do not boil.
Brush the tops of the biscuits generously with the garlic butter mixture.
Bake for 18-20 minutes, or until golden brown and slightly crisp.
