Preheat oven to 325°F (160°C). Grease a 9x13 inch baking dish.
Place the Bread cubes into the prepared baking dish.
In a medium bowl, whisk together all Custard ingredients until smooth and creamy. Strain through a fine-mesh sieve to remove any lumps.
Pour the Custard mixture evenly over the Bread cubes, ensuring all pieces are moistened. Let sit for 15 minutes.
Prepare the Fruit Loop Crumble: In a separate bowl, combine flour, cold butter, and sugar. Cut the butter into the flour using a pastry blender or your fingers until the mixture resembles coarse crumbs. Stir in the crushed Fruit Loops.
Sprinkle the Fruit Loop Crumble evenly over the top of the casserole.
Bake for 60-70 minutes, or until the custard is set and the crumble is golden brown.
While the casserole is baking, prepare the Glaze: In a small bowl, whisk together powdered sugar, milk, and vanilla extract until smooth.
Let the casserole cool slightly before drizzling with the Glaze. Serve warm.
