Prepare Fries: Peel and cut Russet potato into fry shapes. Toss with Olive oil and Salt. Bake at 400°F (204°C) for 20-25 minutes, flipping halfway through, until golden brown and crispy.
Season Ground chuck with Salt, Black pepper, Smoked paprika, and Garlic powder. Form into a patty and cook in a skillet over medium heat until browned and cooked through.
Prepare the Cheese Sauce. Melt Butter in a saucepan over medium heat. Whisk in All-purpose flour and cook for 1-2 minutes to create a roux.
Gradually whisk in Milk until smooth. Bring to a simmer, stirring constantly. Reduce heat to low and stir in Sharp cheddar cheese, Monterey Jack cheese, and Cayenne pepper until melted and smooth.
Toast Texas toast to desired level of doneness.
Place toasted Texas toast on a plate. Top with the cooked hamburger Patty, then French fries. Generously pour Cheese Sauce over the fries.
