Cook Pasta according to package directions. Drain and rinse with cold water until cooled. Set aside.
Hard-boil Eggs, peel, and chop. Set aside.
In a large bowl, combine all Sauce ingredients and whisk until smooth.
Add Pasta, Eggs, Vegetables, and Dill to the bowl with the Sauce. Stir well to coat.
Cover and refrigerate for at least 1 hour before serving to allow flavors to meld.
