  1. Prepare the broth: In a large pot, combine Water, Dried anchovies, and Kombu. Bring to a boil, then reduce heat and simmer for 15 minutes.
  2. Remove the anchovies and kombu from the broth. Discard the solids.
  3. Season the broth: Add Soy sauce, Fish sauce, Sugar, and Black pepper to the broth. Stir to combine.
  4. Add fish cakes: Add the sliced Korean fish cakes to the simmering broth. Cook for 5-7 minutes, or until the fish cakes are tender and have absorbed some of the broth's flavor.
  5. Garnish and serve: Ladle the Odeng and broth into bowls. Garnish with chopped Green onions.
  6. Optional: Add hard boiled egg to each bowl.
