Make Cheese Sauce: Melt Butter in a saucepan over medium heat. Whisk in Flour and cook for 1 minute. Gradually whisk in Milk until smooth. Bring to a simmer, stirring constantly, until thickened. Stir in Nutmeg, Gruyère cheese, and Parmesan cheese until melted and smooth.
Cook Bacon until crispy. Crumble and set aside.
In a 9x13 inch baking dish, spread half of the Tater Tots in an even layer.
Top with the cooked Beef, caramelized Onion, then pour over the Cheese Sauce.
Sprinkle with half of the Bacon.
Add the remaining Tater Tots, then top with the remaining Bacon.
Bake for 30-35 minutes, or until heated through and bubbly. Garnish with Fresh chives before serving.
