Prepare the Chili: In a large skillet, brown the Ground Beef over medium-high heat. Drain off any excess grease.
Add the Onion to the skillet and cook until softened, about 5 minutes.
Stir in the Diced Tomatoes, Kidney Beans, Chili Powder, Cumin, Garlic Powder, Cayenne Pepper, Salt, and Black Pepper. Bring to a simmer and cook for 20 minutes, stirring occasionally.
Cook the Hot Dogs: Grill, boil, or microwave the Hot Dogs according to package directions.
Assemble the Dogs: Place each Hot Dog in a Hot Dog Bun.
Spoon a generous amount of Chili over each Hot Dog.
Top with cooked Bacon and Shredded Cheddar Cheese.
