Instructions
  1. Preheat oven to 350°F (175°C). Grease a 9x13 inch baking dish.
  2. In a medium saucepan, melt all Butter from the Sauce group over medium heat. Whisk in all All-Purpose Flour from the Sauce group and cook for 1-2 minutes, creating a roux.
  3. Gradually whisk in all Milk from the Sauce group until smooth. Bring to a simmer, stirring constantly.
  4. Stir in all Saffron Threads from the Sauce group, Salt, and Pepper. Simmer for 5 minutes, stirring occasionally, until the sauce thickens.
  5. Remove from heat and stir in all Heavy Cream from the Sauce group.
  6. Layer half of the Potatoes in the prepared baking dish. Pour half of the sauce over the potatoes.
  7. Repeat layers with remaining Potatoes and sauce.
  8. Sprinkle all Parmesan Cheese from the Topping group evenly over the top.
  9. Cover with foil and bake for 60 minutes. Remove foil and bake for another 30 minutes, or until potatoes are tender and golden brown.
