  1. Preheat oven to 400°F (200°C). Cut the top off the Garlic head, drizzle with olive oil, wrap in foil, and roast for 45-60 minutes, or until soft and caramelized.
  2. Cook Bacon in a large pot or Dutch oven over medium heat until crispy. Remove bacon and set aside, reserving 2 tablespoons of bacon grease in the pot.
  3. Add Vegetables to the pot with bacon grease and cook until softened, about 5-7 minutes.
  4. Squeeze the roasted Garlic cloves from the head and add to the pot. Cook for 1 minute more.
  5. Pour in Beef Broth and Diced Tomatoes. Bring to a boil, then reduce heat and simmer for 15 minutes.
  6. Stir in Small Shell Pasta and cook until tender, about 8-10 minutes.
  7. Stir in Heavy Cream, Salt, Pepper, Smoked Paprika, Garlic Powder, and Cayenne Pepper.
  8. Add Cheddar and Monterey Jack Cheese and stir until melted.
  9. Crumble cooked Bacon and add half to the soup. Reserve the other half for garnish.
  10. Serve hot, garnished with remaining Bacon, Sour Cream, Green Onions, and Crispy Fried Onions.
