  1. Preheat oven to 350°F (175°C).
  2. Brown the Ground beef in a large skillet over medium heat. Drain off any excess grease. Stir in Taco seasoning and cup water; simmer for 5 minutes.
  3. In a 9x13 inch baking dish, spread the Refried beans evenly across the bottom.
  4. Layer the seasoned Ground beef over the beans.
  5. Combine the Rotel and Tomato sauce in a bowl and pour over the beef.
  6. Sprinkle with 1 cups of Cheddar cheese and cup of Monterey Jack cheese.
  7. In a separate bowl, crush the Cornflakes and mix with the Melted butter.
  8. Sprinkle the Cornflake mixture evenly over the cheese.
  9. Bake for 20-25 minutes, or until bubbly and golden brown.
  10. Top with Sour cream and Green onions before serving.
