  1. Season Beef with salt and pepper.
  2. Heat Olive oil in a large Dutch oven or pot over medium-high heat. Brown Beef in batches, then set aside.
  3. Add Onion, Carrots, and Celery to the pot and cook until softened, about 5-7 minutes.
  4. Stir in Tomato paste, Thyme, and Rosemary and cook for 1 minute more.
  5. Sprinkle Flour over the vegetables and cook for 1 minute, stirring constantly.
  6. Gradually whisk in Beef broth, scraping up any browned bits from the bottom of the pot.
  7. Return Beef to the pot. Add Bay leaf. Bring to a boil, then reduce heat to low, cover, and simmer for 1.5 - 2 hours, or until Beef is tender.
  8. Add Potatoes and continue to simmer for 20-25 minutes, or until Potatoes are tender.
  9. Stir in Frozen peas during the last 5 minutes of cooking.
  10. Remove Bay leaf before serving. Adjust seasoning with Salt and pepper to taste.
