  1. In a large skillet, brown the Ground beef over medium-high heat. Drain off any excess grease.
  2. Add the diced tomatoes, kidney beans, tomato sauce, chili powder, cumin, garlic powder, cayenne pepper, salt, and pepper to the skillet. Bring to a simmer and cook for 15 minutes, stirring occasionally.
  3. Pour the chili into a cast iron skillet or oven-safe dish.
  4. Sprinkle the cheddar cheese and Monterey Jack cheese evenly over the chili.
  5. Bake in a preheated oven at 350°F (175°C) for 10-15 minutes, or until the cheese is melted and bubbly.
  6. Top with sour cream and sliced green onions before serving.
