  1. Preheat oven to 375°F (190°C). Grease a 9x13 inch baking dish.
  2. Boil potatoes in salted water until tender, about 15 minutes. Drain and set aside.
  3. While potatoes are cooking, heat olive oil in a large skillet over medium heat.
  4. Add ground beef and cook, breaking it apart, until browned. Drain off any excess grease.
  5. Add onion and garlic to the skillet and cook until softened, about 5 minutes.
  6. Stir in chili powder, cumin, salt, and pepper. Cook for 1 minute more.
  7. In a large bowl, combine the cooked potatoes, ground beef mixture, cream of mushroom soup, and milk. Mix well.
  8. Pour the mixture into the prepared baking dish.
  9. Top with shredded cheddar cheese.
  10. Bake for 25-30 minutes, or until golden brown and bubbly.
  11. Let cool slightly before serving.
