  1. Prepare the Crust: In a large bowl, whisk together the Flour and Salt. Cut in the Butter using a pastry blender or your fingers until the mixture resembles coarse crumbs. Gradually add Ice Water, 1 tablespoon at a time, mixing until the dough just comes together. Form the dough into a disk, wrap in plastic wrap, and refrigerate for at least 30 minutes.
  2. Prepare the Filling: Melt Butter in a large skillet over medium heat. Add Onion and cook until softened, about 5 minutes. Stir in Flour and cook for 1 minute.
  3. Gradually whisk in Milk and Oyster Liquid until smooth. Bring to a simmer, stirring constantly, and cook until thickened, about 5 minutes. Season with Black Pepper and Cayenne Pepper.
  4. Gently stir in Oysters. Remove from heat.
  5. Assemble and Bake: Preheat oven to 375°F (190°C). Roll out half of the dough and line a 9-inch pie plate. Pour in the Oyster Filling. Roll out the remaining dough and cover the pie. Crimp the edges to seal. Cut vents in the top crust.
  6. Bake for 45-50 minutes, or until golden brown.
