  1. Preheat oven to 400°F (200°C). Line a large baking sheet with parchment paper.
  2. In a large bowl, toss the Steak with Olive oil, Garlic powder, Onion powder, Salt, and Black pepper.
  3. Spread the Steak, Green bell pepper, and Yellow onion in a single layer on the prepared baking sheet.
  4. Bake for 15-20 minutes, or until the steak is cooked through and the vegetables are tender.
  5. While the steak is baking, prepare the Cheese Sauce. In a medium saucepan, melt the Butter over medium heat. Whisk in the All-purpose flour and cook for 1-2 minutes, until a roux forms.
  6. Gradually whisk in the Milk, stirring constantly until the sauce thickens. Reduce heat to low and stir in the Processed cheese spread until melted and smooth.
  7. Slice the Hoagie rolls horizontally. Divide the steak and vegetable mixture evenly among the rolls.
  8. Pour the Cheese Sauce over the steak and vegetables. Serve immediately.
