  1. Prepare the Dough: In a large bowl, combine the Flour and Salt. Cut in the Cold Butter until the mixture resembles coarse crumbs. Gradually add the Ice Water, mixing until the dough comes together. Wrap in plastic wrap and refrigerate for at least 30 minutes.
  2. Prepare the Brisket Filling: In a skillet, sauté the Onion until softened. Add the Garlic and cook for another minute. Stir in the Diced Tomatoes, Chili Powder, Cumin, Salt, and Pepper. Bring to a simmer and cook for 10 minutes, stirring occasionally.
  3. Combine the shredded Smoked Brisket with the tomato mixture. Let cool slightly.
  4. Assemble the Empanadas: Roll out the dough on a lightly floured surface to about inch thickness. Cut out circles using a 4-5 inch cutter.
  5. Place a spoonful of the Brisket Filling in the center of each circle. Fold the dough over to form a half-moon shape and crimp the edges to seal.
  6. Prepare the Egg Wash: Whisk together the Egg and Water.
  7. Brush the top of each empanada with the Egg Wash.
  8. Bake in a preheated oven at 375°F (190°C) for 20-25 minutes, or until golden brown.
