  1. Preheat oven to 375°F (190°C).
  2. Prepare the Rice: Combine Rice and Water in a saucepan. Bring to a boil, then reduce heat, cover, and simmer for 20 minutes, or until water is absorbed. Fluff with a fork.
  3. Brown the Ground Beef: In a large skillet, cook Ground Beef over medium-high heat until browned. Drain off any excess grease.
  4. Season the Beef: Add Taco Seasoning to the browned Ground Beef and cook for 1-2 minutes, stirring constantly.
  5. Combine Filling: In a large bowl, combine the cooked Ground Beef, cooked Rice, Black Beans, and Corn.
  6. Prepare Bell Peppers: Cut the tops off the Bell Peppers and remove the seeds and membranes. Blanch the bell peppers in boiling water for 5 minutes, then drain and cool.
  7. Stuff the Peppers: Fill each Bell Pepper with the Ground Beef mixture.
  8. Bake: Place the stuffed Bell Peppers in a baking dish and bake for 20-25 minutes, or until the peppers are tender.
  9. Add Cheese: Sprinkle Cheddar Cheese over the top of the peppers during the last 5 minutes of baking.
  10. Serve: Top with Sour Cream, Salsa, and Guacamole, if desired.
