Instructions
  1. Cook rice according to package directions.
  2. Brown Beef in a large skillet over medium heat; drain off any excess grease.
  3. Steam or boil Broccoli until tender-crisp, about 5-7 minutes. Drain well.
  4. In a large bowl, combine all Sauce ingredients and stir until smooth.
  5. Combine cooked rice, browned beef, and broccoli in the bowl with the sauce. Mix well.
  6. Pour mixture into a greased 9x13 inch baking dish.
  7. Sprinkle Topping evenly over the casserole.
  8. Bake in a preheated oven at 350°F (175°C) for 20-25 minutes, or until bubbly and golden brown.
