  2. Make the Batter: In a medium bowl, whisk together the All-Purpose Flour, Baking Powder, Salt, and Black Pepper.
  3. Gradually whisk in the cold Pale Lager Beer until just combined. Do not overmix; a few lumps are okay.
  4. Prepare the Dipping Sauce: In a small bowl, combine the Mayonnaise, Ketchup, and Garlic Powder. Mix well and set aside.
