  1. Preheat oven to 350°F (175°C).
  2. In a saucepan, melt Butter over medium heat. Whisk in Flour and cook for 1 minute, creating a roux.
  3. Gradually whisk in Milk until smooth. Bring to a simmer, stirring constantly.
  4. Stir in Chili Powder, Cumin, Garlic Powder, Salt, and Pepper. Cook for 5 minutes, or until sauce has thickened. This is the Sauce.
  5. In a bowl, combine Chicken, Cheddar Cheese, Green Chiles, and Onion. This is the Filling.
  6. Lightly grease a 9x13 inch baking dish.
  7. Spread a thin layer of Sauce on the bottom of the dish.
  8. Layer 4 Tortillas, then half of the Filling, and then of the Sauce. Repeat layers: 4 Tortillas, remaining Filling, and another of the Sauce.
  9. Top with remaining Sauce and Monterey Jack Cheese.
  10. Bake for 20-25 minutes, or until bubbly and golden brown.
