  1. Preheat oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.
  2. In a large bowl, whisk together the Cake ingredients (flour, sugar, cocoa powder, baking powder, baking soda, and salt).
  3. Add buttermilk, oil, eggs, and vanilla extract to the dry ingredients and mix until combined. Gradually add boiling water and mix until smooth (batter will be thin).
  4. Pour batter into prepared pan and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  5. Let cake cool completely.
  6. To make the Chocolate Mousse, melt chocolate chips and butter together in a double boiler or microwave in 30-second intervals, stirring until smooth. Stir in heavy cream.
  7. Spread the Chocolate Mousse evenly over the cooled cake.
  8. To make the Frosting, beat cream cheese and butter together until smooth. Gradually add powdered sugar and vanilla extract, beating until light and fluffy.
  9. Frost the cake with the frosting.
