  1. Cook Rice according to package directions.
  2. Form Ground Beef into two patties and season with Salt and Black Pepper.
  3. Cook Hamburger Patties to desired doneness.
  4. While patties cook, prepare Gravy: Melt Butter in a saucepan over medium heat. Whisk in All-Purpose Flour and cook for 1 minute to create a roux.
  5. Gradually whisk in Beef Broth until smooth. Bring to a simmer, then stir in Soy Sauce and Garlic Powder. Cook until thickened.
  6. Fry Eggs to desired doneness (sunny-side up is traditional).
  7. Divide cooked Rice between two plates. Top with a Hamburger Patty, then pour Gravy over the patty. Place two fried Eggs on top of the gravy.
  8. Serve immediately.
