  1. Preheat oven to 375°F (190°C).
  2. In a large skillet, brown the Ground Beef over medium-high heat. Drain off any excess grease.
  3. Add the Onion and Carrots to the skillet and cook until softened, about 5 minutes.
  4. Stir in the Flour and cook for 1 minute.
  5. Gradually whisk in the Beef Broth and Tomato Paste. Bring to a simmer and cook until thickened, about 5 minutes.
  6. Stir in the Thyme, Salt, and Pepper. Add the Frozen Peas and cook for 2 minutes.
  7. Meanwhile, boil the Sweet Potatoes until tender, about 15-20 minutes. Drain and mash with Milk, Butter, Salt, and Nutmeg.
  8. Pour the Beef Filling into a 9x13 inch baking dish.
  9. Spread the Sweet Potato Topping evenly over the filling.
  10. Bake for 20-25 minutes, or until golden brown and bubbly.
