In a medium bowl, combine all Dairy ingredients and mix until smooth.
Gently fold in the flaked Steelhead, Lemon Juice, Dill, Garlic Powder, and Black Pepper.
Mix well to combine. Taste and adjust seasonings as needed.
Cover and refrigerate for at least 15 minutes to allow flavors to meld.
