  1. Pat chicken wings thoroughly dry with paper towels. In a large bowl, toss wings with vegetable oil, salt, and black pepper until evenly coated.
  2. Arrange chicken wings in a single layer on a baking sheet lined with parchment paper. Bake in a preheated oven at 400°F (200°C) for 35-40 minutes, flipping halfway through, until skin is crispy and internal temperature reaches 165°F (74°C).
  3. While wings bake, prepare the Caramel Sauce. In a small saucepan, combine granulated sugar and water. Heat over medium-low heat, stirring occasionally, until sugar dissolves. Increase heat to medium-high and cook without stirring until the sugar caramelizes to a deep amber color, about 5-7 minutes. Watch carefully to prevent burning.
  4. Remove the saucepan from heat. Carefully add fish sauce, lime juice, minced garlic, and sliced red chili. The mixture will bubble vigorously. Stir until smooth and homogenous. Return to low heat and simmer for 2-3 minutes until slightly thickened.
  5. Once wings are cooked, transfer them to a large mixing bowl. Pour the Caramel Sauce over the wings and toss until every wing is thoroughly coated.
  6. Transfer to a serving platter and garnish generously with fresh chopped cilantro. Serve immediately.
