  1. Cook the Ground beef according to package directions. Drain off any excess grease and stir in Taco seasoning. Set aside.
  2. Cook the Elbow macaroni according to package directions. Drain and set aside.
  3. In a large pot, melt the Butter over medium heat. Whisk in the All-purpose flour and cook for 1-2 minutes, creating a roux.
  4. Gradually whisk in the Milk, stirring constantly until the sauce thickens. Bring to a simmer.
  5. Reduce heat to low and stir in the Cheddar cheese and Monterey Jack cheese until melted and smooth. Season with Salt and Black pepper.
  6. Add the cooked macaroni and the seasoned Ground beef to the cheese sauce. Stir to combine.
  7. Serve immediately, topped with Diced tomatoes, Sliced black olives, Sour cream, and Sliced green onions.
