  1. In a large skillet, brown the Ground beef over medium-high heat. Drain off any excess grease.
  2. Add the Can diced tomatoes, Can kidney beans, Chili powder, Cumin, Garlic powder, Cayenne pepper, Salt, and Pepper to the skillet. Bring to a simmer and cook for 15 minutes, stirring occasionally.
  3. Reduce heat to low. Stir in 6 oz of the Shredded cheddar cheese and 3 oz of the Shredded Monterey Jack cheese until melted and smooth.
  4. Transfer the chili cheese mixture to a serving dish.
  5. Top with the remaining 2 oz Shredded cheddar cheese and 1 oz Shredded Monterey Jack cheese, Sour cream, and Chopped green onions.
  6. Serve immediately with tortilla chips.
