  1. Preheat oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.
  2. In a large bowl, whisk together all Dry Ingredients.
  3. In a separate bowl, combine all Wet Ingredients except hot water. Mix well.
  4. Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Stir in hot water (batter will be thin).
  5. Pour batter into the prepared pan and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  6. Let cool completely before frosting.
  7. To make the Frosting, beat the Butter until creamy. Gradually add the Powdered Sugar and Cocoa Powder, alternating with the Milk, until smooth and fluffy. Stir in Vanilla Extract.
  8. Frost the cooled cake.
