  1. Prepare the Crust: In a large bowl, whisk together the Flour and Salt. Cut in the Butter using a pastry blender or your fingers until the mixture resembles coarse crumbs. Gradually add Ice Water, 1 tablespoon at a time, mixing until the dough just comes together. Form the dough into a disk, wrap in plastic wrap, and refrigerate for at least 30 minutes.
  2. Prepare the Filling: In a large pot, melt Butter over medium heat. Add Onion and cook until softened, about 5 minutes. Stir in Flour and cook for 1 minute.
  3. Gradually whisk in Milk and Clam Juice until smooth. Bring to a simmer, stirring constantly, and cook until thickened, about 5 minutes. Stir in Heavy Cream, Salt, Black Pepper, and Cayenne Pepper.
  4. Add the chopped Clams to the sauce and cook until they are heated through, about 5 minutes. Do not overcook.
  5. Preheat oven to 375°F (190°C). Roll out the chilled Crust and place it in a 9-inch pie dish. Pour the Clam Filling into the crust.
  6. Bake for 45-50 minutes, or until the crust is golden brown and the filling is bubbly.
