  1. In a shallow dish, combine all Steak ingredients: flour, garlic powder, onion powder, salt, and pepper. Dredge each steak in the flour mixture, ensuring it's fully coated.
  2. Heat Vegetable Oil in a large skillet over medium-high heat.
  3. Fry the steaks for 3-4 minutes per side, until golden brown and cooked through. Remove from skillet and set aside.
  4. To make the gravy, melt Butter in the same skillet over medium heat.
  5. Whisk in Gravy flour and cook for 1-2 minutes, creating a roux.
  6. Gradually whisk in Beef Broth, ensuring no lumps form.
  7. Bring to a simmer and cook for 5-7 minutes, or until the gravy has thickened.
  8. Stir in Milk and Black Pepper. Season with additional salt to taste.
  9. Return the fried steaks to the skillet and coat with the gravy. Serve immediately.
