Brown Ground Beef in a large skillet over medium heat. Drain off any excess grease.
Add Onion and Garlic to the skillet and cook until softened, about 5 minutes.
Stir in Italian Seasoning, Salt, and Pepper.
In a separate bowl, combine Pasta Sauce, Cream of Mushroom Soup, and Milk. Mix well.
Cook Ramen Noodles according to package directions, but slightly undercook them (about 2 minutes less than recommended). Drain well.
In a 9x13 inch baking dish, layer half of the Ramen Noodles, half of the Ground Beef mixture, and half of the Sauce mixture. Sprinkle with 1 cup of Cheddar Cheese.
Bake for 20-25 minutes, or until bubbly and golden brown.
