  1. Preheat oven to 400°F (200°C) or prepare oil for frying.
  2. Cut Jalapeño peppers in half lengthwise and remove seeds and membranes. Wear gloves!
  3. In a medium bowl, combine all Filling ingredients and mix well.
  4. Stuff each jalapeño half with the Filling mixture.
  5. In a shallow dish, combine all Breading ingredients except eggs and panko.
  6. In another shallow dish, place the beaten eggs. In a third, place the panko bread crumbs.
  7. Dredge each stuffed jalapeño in the flour mixture, then dip in the egg, and finally coat with panko bread crumbs.
  8. If baking: Place poppers on a baking sheet lined with parchment paper and bake for 15-20 minutes, or until golden brown and bubbly. If frying: Heat oil to 350°F (175°C) and fry in batches for 2-3 minutes per side, or until golden brown.
  9. Drain on paper towels and serve immediately.
