  1. Preheat oven to temperature for frozen french fries. Cook Fries according to package directions.
  2. Season Ground beef with Salt and Black pepper. Form into a patty and cook in a skillet over medium heat until browned and cooked through.
  3. While the patty is cooking, prepare the Cheese Sauce. Melt Butter in a saucepan over medium heat. Whisk in All-purpose flour and cook for 1-2 minutes to create a roux.
  4. Gradually whisk in Milk until smooth. Bring to a simmer, stirring constantly. Reduce heat to low and stir in Cheddar cheese and Garlic powder until melted and smooth.
  5. Toast Bread to desired level of doneness.
  6. Place toasted Bread on a plate. Top with the cooked hamburger Patty, then French fries. Generously pour Cheese Sauce over the fries.
  7. Serve immediately.
