  1. Prepare the Bread Base: Dissolve yeast and sugar in warm water. Let stand for 5 minutes until foamy. Add flour and salt, and knead until a smooth dough forms. Let rise in a warm place for 30 minutes.
  2. Make the Beef Filling: Brown Ground beef in a large skillet. Drain off any excess grease. Add Onion and Cabbage and cook until softened, about 10 minutes. Stir in Garlic powder, Worcestershire sauce, Salt, and Black pepper.
  3. Prepare the Cheese Sauce: Melt Butter in a saucepan. Whisk in Flour and cook for 1 minute. Gradually whisk in Milk until smooth. Bring to a simmer, stirring constantly. Reduce heat and stir in Cheddar cheese, Salt, and White pepper until cheese is melted and sauce is smooth.
  4. Assemble the Casserole: Preheat oven to 350°F (175°C). Roll out the dough to fit a 9x13 inch baking dish. Press dough into the dish. Spread the Beef Filling evenly over the dough. Pour the Cheese Sauce over the Beef Filling.
  5. Bake for 30-35 minutes, or until golden brown and bubbly.
