  1. Cook the Elbow Macaroni according to package directions. Drain and set aside.
  2. In a large saucepan, melt the Butter over medium heat. Whisk in the All-Purpose Flour and cook for 1-2 minutes, creating a roux.
  3. Gradually whisk in the Milk until smooth. Bring to a simmer, stirring constantly.
  4. Reduce heat to low and stir in the Shredded Cheddar Cheese, Salt, and Black Pepper until the cheese is melted and the sauce is smooth.
  5. Add the cooked Macaroni to the cheese sauce and stir to combine. Let cool completely.
  6. Once cooled, roll the Mac and Cheese mixture into 1-inch balls.
  7. Prepare three shallow dishes: one with All-Purpose Flour, one with beaten Eggs, and one with Panko Bread Crumbs.
  8. Dredge each Mac and Cheese ball in the Flour, then dip in the Egg, and finally coat with Panko Bread Crumbs.
  9. Heat Vegetable Oil in a deep fryer or large pot to 350°F (175°C).
  10. Fry the Mac and Cheese balls in batches for 2-3 minutes, or until golden brown and crispy.
  11. Remove with a slotted spoon and place on a paper towel-lined plate to drain. Serve immediately.
